dispensing to outpatients

We are trying to revamp our outpatient procedures re:covering the cost of medication for dialysis patients. Currently we are providing free meds to the home dialysis group, predominantly peritioneal dialysis (but not the in-centre hemo)based on an ambivalent clause in the Ontario Hospitals Act. Any information on what others are doing in their centres would be appreciated.
