in-pt EPO and CsA costs

most hospitals get, at minimum, their out-patient Epo and CsA (Neoral) costs reimbursed. My understanding is that the original ministry programs were set-up to fund out-patient costs only, but that over the years, in-patient costs have been lumped in as well - all depending on what invoice is submitted to them by vendor admin. how do other hospitals do it? at SMH, currently, we only get our out-patient costs reimubursed, and i'd like to change that, if possible. thanks
