pH and heparin

Does anyone have any information regarding the effect of heparin and pH? One of the nurses has info that heparin becomes inactive at pH 6.7 and loses effect at pH 7 but can't remember where she got this info from. Our policy is to keep pH at 7-8 but we have been having trouble keeping it above 7. Thanks!
